Because even the slightest movement under the enormous forces exerted by gusty Ohio winds would escalate unacceptably and even dangerously over the very long life of an installation like this, adherence to the dictates of engineering is strict. In the photo above, earth fill will rise about a foot above the lower cross member of rebar at left. The wide and flat top with the red posts projecting from it is designed as a seat. Arced rails mounted on the posts will make a safer as well as easier place for visitors to sit for a spell, to pause and enjoy a multifaceted view of pond below, forested hills, windmills, other PV towers and the complex of earth-covered structures.
